Its a extra verse for "Run Tha Streetz".. I think Kami amplified it awhile ago and you can hear the instrumental a little better..

You're basically right. There's a remix released on the Dear Mama single called "Dear Mama (Black Queen Remix)". Besides that, a Pac track with the name Black Queen has always been a rumor and probably doesn't exist.

Props on your work, Kami. I think you have proved conclusively that the verse is a scrap from Run Tha Streetz, not Check Out Time. The lyrics of the verse make absolutely no sense for Check Out Time, but fit perfectly with Run Tha Streetz - plus the song fits the beat perfectly.

Can we push for everyone to stop associating this verse with Check Out Time and call it the "Run Tha Streetz OG Extra Verse"?
