Teardrops & Closed Caskets/ Never Be Peace question

I notice that in both of these songs, Pac mentions a "little baby that just got smoked!". In Teardrops OG he says something along the lines of "DO THIS FOR THAT LITTLE BABY THAT JUST GOT SMOKED!". I also noticed Pac also actually says the words "Teardrops and Closed Caskets" in the Never B Peace OG outro. So 2 questions:

1) Anyone know if the two were recorded in the same session (or close to each other)?

2) What happened in 96 that these two songs reference? Was there a famous incident involving the murder of a baby or is this just a random obscure death that the two songs reference?
