The Concept Of Pitch Change

I am trying to get a sense of understanding here. I know the basic physics of up/downsampling, and I am aware of what physically happens to a sample if i use a pitch wheel to alter it as it plays. What I don't have, is knowledge of how octaves relate to pitch. If I have set a pitch range X, and i have a pitch wheel which is measured from 0 to 127, how many points would I have to turn the pitch wheel to go down half an octave or a whole octave? Is "pitch range" a universal concept that is found in any pitch-changing application or unit? It's one thing to have a feel for the pitch wheel and knowing how to use it by ear, but I also like to have a more theoretic understanding, so that I can plan out a sound before making it, instead of getting it right through practical trial and error.

I pitch down in Pro Tools sometimes (a la my In the Hood track on http://www.myspace.com/rukas) but Ive never understood the theory behind it. To be honest before this thread I didnt even think about any theory behind it, I just pitch by ear.

This could be interesting.
