The concept of being able to control people sounds absurd. Pac had a lot of things behind him, supporting him, that influenced his interactions with other people. So, just the fact that Tupac was talented, his Panther ties, Death Row ties, and the fact that he was successful,
had money, and was on the big screen and in the media, is already a controlling factor to those who he came into contact with. On a personal note it is like Pac knew who he was and what he was saying affected the people who he came into contact with. Like Rahim said, Tupac was able to move people in different ways. Telekinesis here sounds better in the context of influence and motivation, rather than that of control. I think Tupac as a person was too reckless to be confined to the constraints of control.
I also think telekinesis is a clever pun used by 2Pac referring to media control. Let me break this down for you so you can understand my perspective: 'Tele' is a word common here in the UK to refer to Television, one of the biggest form of media. 'Kinesis' is a word that implies control through a stimulus, the stimulus here being television. Tele-kinesis.

Tupac could also be referring to his own influence through the television, like music videos, films/movies, and news.
