About the "big time gang members," I remember hearing about that. I'm assuming that their names were mentioned either in the background or in an unleaked Hit 'Em Up-style outro, I doubt that Pac made a verse about it then pulled it out. But regarding the Nas situation, I remember reading that Pac didn't intend to remove the disses, but when he saw Nas he told him that he was a target on the Makaveli album and that wouldn't change, but if Nas didn't respond then Pac wouldn't put out anymore songs about him.

Why take out a number of disses about big time gang members and leave disses of Tut and Agnant? Especially when Pac was dead anyway.

Perhaps he dissed them again in the outro, but to a greater extent beyond calling Agnant a "snitch" and saying "gunshots to Tut." I remember once reading that the removed disses were a lot more graphic and talked about putting contracts on people's lives, maybe not only Tut and Agnant but perhaps others as well. Besides, I think Pac probably took the disses out himself before he died, as opposed to a producer or studio engineer doing it. Maybe he realized that it's not the smartest thing to claim to be putting money on people's heads, especially when these people are real gangsters who could have him killed much more easily than he could have them killed.

On the unofficial 'album' 'In His Own Words' there is one part of Pac interview where he says this:
They was like, "good, we gave him love, we gave this, we gave that, he was talking all this unity shit". But when they go home [they be talking a lot of shit], Q-Tip, they made all these underground tapes dissin' us. [Q-Tip??].. Yesss, Q-Tip! But then when niggas ride back, then they wanna talk about the culture and be hip hoppers again. But that's not fair. How you gone be bold? And that's what they all do. They all play bad.
