Pac is saying that his time in prison is a lot harder than some over night drunk charge is in the county jail.
If he was making a comparison between a writing pen and jail he would not have used the word COUNTY, the fact he distinguishes exactly what kind of jail he is talking about shows that has meaning, it is an overnight jail. And since he was not in an over night jail, but in a real penitentiary, it is obvious that he is saying that the penitentiary is harder than any over night jail.
