I think JJ lost his inspiration after Pac died. He lost a partner and hence why people say "he fell off big time". He just needed time to find himself again. That year was a very special one for him too. 2pac literally made him famous over night!. He picked himself up again fully charged through Napolean. Napolean's a different man now, he speaks alot of positive things and JJ related to it. And hence why he help produce what is said to be a classic CD by Napolean.
JJ aint trying to sabotage Pacs music (but im sure even he must of laughed when he heard Shady was doin Loyal 2 The Game) and in my opinion, he still is a top class producer. Producers have 2 know the person they are producing for, it helps set the vibe of the tune. He knew Pac, he could look at him and know what beat the brother wanted to spit his war on. Pac loved him for that. He was quoted as saying how JJ and him have that special musical chemistry together. That all went away when Pac died.
I say let the man do his thing - he's got skillz. Even he must of been pissed off at L2TG and wants to do his thing now to set the record straight.
But if the news is just a sad rumour then its a shame JJ aint trying
to do it anyway -
