The only reason Toni plays well for Bayern and earlier Palermo is because they strictly played to him. The system was geared towards finding a static striker near or in the box with a bit of space. That's how Toni makes most goals for Bayern, not through the air. He barely scored with his head for them.
That in itself makes him a limited striker. Now, a lot of great strikers have a limited playing style, either static or deep or a compromise. The difference is that those other world class strikers (Henry, RVN, the Shearers, the Klinsmanns) were another level BETTER than Luca Toni.
