Yeah, these days most Eastern European cities look really nice because they evolved and improved, even over the last few years. There are still some less neat places but they become more rare.
What I like about eastern european cities is that they look very modern while there are well preserved and renovated older districts that feel amazing, everything is done to preserve that specific feel. And that goes to Balkans too though most cities I've seen there are more focused on the latter part.
You will see that in Western European cities too but it just feels different and the contrast is much bigger here. I think that these days Eastern Europe is very underrated, most of all because people still consider it to be the "commie and backwards" part of Europe.
It doesn't feel appealing until you visit. I also had some aversion to some countries further east that totally disappeared when I visited them.
